Cloud storage files documents away and syncs them between devices; nothing more happens there. A DMS understands the content: it recognizes text via OCR, assigns documents to correspondents and types, offers full-text search, and manages retention periods. If you only want to share files between devices, you do not need a DMS. If you have to retrieve hundreds of receipts a year, you can hardly do without one.
