What is a survey tool, and what is a form builder?

What matters when choosing

GDPR and data sovereignty: Forms almost always process personal data, often through the name field alone. Clarify where responses are stored and whether a data processing agreement exists. Self-hosted tools simplify this check considerably because the data never leaves your own server.

Logic and evaluation: Branching based on answers, required fields, hidden fields for campaign tracking: whatever the editor cannot do, you will laboriously build around later. Also check the path the data takes after submission, such as CSV export or handover via webhook. For surveys, analysis inside the tool itself counts as well, otherwise everything ends up back in the spreadsheet.

Limits of the free plans: Free plans usually cap responses per month or the number of forms, or they show vendor branding. Run the numbers with your realistic response volume before committing; with open source tools on your own server those limits do not exist.
